Ray Raymond (a.k.a. 'Mr. Smile') is the master of ceremonies and pageant director for the Miss United States beauty pageant. For the tidy sum of $500,000, he conspires with a foreign agent in an attempt to smuggle the Falcon Circuit out of the country and into Paris, France using Miss Florida as a courier. The circuit is hidden in the rhinestone scepter accessory held by Miss United States.
