Time Line Converter is a device used by the alien colony at San Angelo, California.
It's primary use is for "skipping" portions of time, allowing the aliens to observe centuries of human development over the course of a few subjective years. In between these skipped periods, the TLC enables the user to cross enormous distances in a very short time, and apparently without excessive physical exertion. However, Steve Austin's bionic-enhanced vision is capable of enabling the user to be seen.
It is also capable of being used to slow persons in order to immobilize them, or to project an accelerated time effect, such as fast cooling of a lava flow.
