This shot is from The Six Million Dollar Man (Pilot), after the picnic, just before Steve rescues the young boy. It seems just a crazy, dutch angle shot from out of the car window.
Later it would serve an important purpose. Note the crosshair-like lens flare, with prism-like rainbows. This shot was used in the final composite for the show title, providing both moving trees to boost Steve's apparent speed, and providing the well-known flare effect for the final composite.
