Dr. Chester Dolenz (aka Jeffrey Dolenz) was a scientist in the field of robotics who often sold his services to criminal organizations.

His first robotic creation was a duplicate android of Major Frederick Sloan which he provided to Gavern Wilson, who was eager to infiltrate the OSI in order to steal an anti-missile guiding device to sell to a foreign power. Dolenz assures Wilson that the robot will be fed every detail of Major Sloan’s background before they make the switch with the real Sloan.

Steve Austin was assigned by Oscar Goldman as a bodyguard to ensure that both Sloan and his top-secret device arrive safely to the air base. They pose as two fishermen on vacation and report to Master Sgt. Parnell, the unsuspected mole inside the OSI who’s been secretly leaking out information to Wilson and Dolenz.

On their way to the air base Steve makes a brief halt at a gas station after Sloan complains of stomach cramps. As Sloan enters the restroom, two of Dolenz and Wilson's henchmen knock him unconscious. Seconds later the robot duplicate emerges from the restroom and assumes Sloan's identity for the rest of the trip.

When the robot imposter of Sloan arrives with the stolen device, the tests begin. While everyone’s attention is centered around the testing display outside the bunker, the robot steals the device and flees the base taking down anyone that tried to to stop him. As the robot nears a helicopter piloted by Parnell, he is unaware that Steve is racing to thwart their plan. Steve catches the robot before it could board the Parnell's chopper.

Dolenz then programs his robot to kill Austin. A fight break outs and the robot's strength is more than a match against Steve's bionics. Steve eventually defeats the robot by piercing a metal beam through its chest and disabling it.

Parnell and Wilson are soon arrested but Dolenz somehow managed evade the authorities after the defeat of his first robot.

Dr. Jeffrey Dolenz emerges several months later. This time allying his services to the crime lord Mr. Rossi. Rossi wants to finance Dolenz to create several androids as a scheme to rob Fort Knox. However, in order to build the perfect robot, Dolenz requires further data on bionics mechanisms and insists on conducting tests on Steve Austin.

At first they spy on Steve, keeping their distance. Then Dolenz decides that he needs to get a closer look. Steve is captured, and Dolenz learns more about Steve's bionics, and that his first robot had squeaked. Eventually, Steve frees himself when Rossi's men come under attack. Rossi is caught, but Dolenz manages to escape.

Less than a year later, Dr. Dolenz, now Chester, abducts Oscar Goldman and replaces him with his latest design. His target is the Brahmin Project, a top secret new energy source. After using his camera eyes to photo the file at OSI, the robot is whisked off on a double date with Austin. Dolenz then orders the robot to get Austin to "test" the security at Fort McAllister, where the Project is located. Sending Austin into sure death is just the distraction the robot needs to photo all the contents of the safe.

Steve survives the gauntlet and comes after the robot. Catching up with the robot just as it reaches Dolenz' hideout, the two fight the second epic Cyborg vs. Robot battle in the bionic saga. Dolenz' luck eludes him this time, and once Steve dispatches Oscar's doppleganger, Dolenz is finally caught.

His story beyond that point is unknown

In his first appearance, Dolenz is referred to simply as Dr. Dolenz. In Run, Steve, Run, he is given the first name Jeffrey. In Return of the Robot Maker, however, he becomes Chester Dolenz. No explanation for the change is given.
